There should be a cigarette deposit of $1 per cigarette that smokers only get back when they turn in their butts.

Good idea. Sea turtles and other good critters choke on cigarette butts.

They tried it in Maine once.
It didn’t pass because of public health concerns over homeless and poor people collecting cigarette butts to be turned in. Also, they still expressed hope for the grown ups being grown up.
