some thoughtful bureaucrat in Obama’s or Bush’s administration, whose name we will probably never know, considered a possibility that NASA’s involvement in climate science could be derailed by a future corrupt anti-science government, and thoughtfully ensured that these get completed and launched while a normal administration is still in office, and that NOAA is involved, too.
