Yes, do anything you like to yourself, wear anything you like, do anything you want – as long as it has nothing to do with others.

But no, don’t tell someone you don’t know well that you like her hair, or anything that can be remotely interpreted as unwelcome – that is the definition of creepy, and we don’t want to live in the world where making others uncomfortable, even potentially, is okay.
